Ryan Leonard is an attorney in private practice in Oklahoma City, Oklahoma, with the law firm of Edinger, Leonard & Blakley, PLLC. In the aftermath of the 2020 landmark U.S. Supreme Court decision of McGirt v. Oklahoma, in which it was held that nearly half of Oklahoma remains “Indian country” and has reservation status (contrary to more than a century of understanding), Ryan was named the Governor of Oklahoma’s Special Counsel for Native American affairs tasked with navigating the jurisdictional fallout of the decision. Ryan continues as the Governor’s Special Counsel for all legal and jurisdictional matters related to the McGirt and subsequent court decisions regarding Oklahoma’s recently-determined “Indian country” status.
